The CWELCC Program Explained

What is CWELCC?

CWELCC stands for Canada-Wide Early Learning and Child Care. It's a federal-provincial agreement that funds licensed childcare providers so they can lower the cost for families. In Ontario, the agreement brings the daily rate down to $22 per child per day - for every qualifying family, regardless of income.

You don't apply for it separately or fill out a subsidy form. You just enrol your child with a CWELCC-participating provider - like any daycare registered under The Best 4 Kids Home Daycare Agency - and $22/day is your rate. That's it.

Who Qualifies?

Most Bradford families with young children qualify. Here's what you need to know:

• Your child must be between 0-6 years old (up to the end of the school year they complete Senior Kindergarten)
• The daycare must be licensed and enrolled in the CWELCC program
• No income test - the $22/day rate applies to all participating families
• Both part-time and full-time arrangements may qualify depending on the provider

How It Works at The Best 4 Kids Agency

Every home daycare registered under The Best 4 Kids Home Daycare Agency is enrolled in the CWELCC program. When you place your child with one of our registered providers:

• The agency handles your CWELCC enrollment paperwork
• You pay the provider $22/day directly
• The government subsidy goes to the provider to top up the difference
• No hidden fees, no additional charges beyond the $22

What Does $22/Day Include?

The $22/day rate covers your child's care for a full day (typically 7am-6pm). Most providers also include:

• Home-cooked breakfast, lunch, and afternoon snack
• Planned activities, outdoor play, and learning time
• A safe, inspected, and licensed home environment
• A provider who is background-checked and supported by the agency
